Instructions
Place chicken legs and brine ingredients in bowl deep enough to cover all pieces. Let sit for 30 minutes
Make rub from all dry ingredients. Rub on legs massaging into pieces well.
Line baking dish or cookie sheet with foil, then spray foil with cooking spray
Place drums in single layer in dish, bake 60 minutes....turning over at halfway point.
